Core Group and Imperialism Out of Haiti

Haiti continues to suffer from the interference of imperialism, which is used by foreign countries to exploit its natural resources and its workers in a regime of semi-slavery. Under the United Nations Stabilization Mission in Haiti (MINUSTAH) from 2004 to 2017, this exploitation took place under a military occupation that left a trail of destruction, death, disease, hunger, misery, and rape, including crimes of sexual violence against women and children by MINUSTAH troops.

For the last four years, everything continues to be the same, but now occurs with a different face. Those who rule Haiti today, even though they try to hide it, are the members of the Core Group, made up of ambassadors from the United States, France, Spain, Brazil, Germany, Canada, the EU, as well as representatives from the UN and the OAS. The Core Group does not govern Haiti directly; instead, its members exercise influence through the power of their diplomatic missions. This is how the Core Group maintains control of all major political decisions in the country, including the convening of a new Constituent Assembly that will determine the leaders of Haiti and its regime of economic exploitation, etc.

MINUSTAH came to Haitian territory under the military and political leadership of various governments, all in the service of imperialism, including several who claimed to be leftist and representing the interests of the people. Brazil, under the presidency of Luiz Ignácio Lula da Silva and the Workers Party, for example, led the occupation for many years, supplying thousands of soldiers. These troops arrived in Haiti after the coup against President Aristide. This was when the UN stepped forward to lead the military occupation in order to hide the interventionist face of the imperialist nations acting in their own name.

Today, the Core Group is operating in the same manner. It controls Haiti’s governments from abroad, and it imposes presidents on the country’s workers which the people themselves do not recognize as legitimate. The Core Group did this with the dictator Jovenel, who died recently, and again with his successor. The Core Group is the cartel of nations that continue to control the institutions and laws that capitalism and the international bourgeoisie have determined for Haiti, without any popular power or democratic principles.

It is urgent to expel imperialism and the Core Group from the country in order to ensure that Haitians can choose their own future. Expelling the Core Group means demanding the dissolution of this international body and of all its meetings or resolutions. It also means expelling all the military agents and foreign advisers still in the country, rejecting all laws passed without a popular vote and guaranteeing immediately the right of the Haitian people to choose their government, make their own laws and control their country’s resources and military defense, without any foreign intervention.

  • Defend the Haitian people by denouncing the presence of the Core Group, of the national governments that constitute it and demanding their immediate withdrawal.
  • Not a dollar for the UN or training of soldiers, police, and agents of repression.
  • Open the borders of all countries to Haitian immigrants.
  • Let the Haitian people decide their own destiny.
